Sectoral Structures

1. In accordance with Article 26.1 of Law 30/2015, of 9 September, the General Council of the National Employment System, after a report by the Board of Trustees of the State Foundation for Professional Training for Employment, will approve a sectoral map under which Joint Sectoral Structures will be created by grouping related sectors.

2. Notwithstanding the rules of operation with which each of the Joint Sectoral Structures which are constituted under the terms of Article 26 of Law 30/2015, of 9 September, the State Foundation for Employment Training shall be provided, within its organisational structure, with a technical support unit for the aforementioned Joint Structures, whose measures will include: a) promoting the role of Joint Sectoral Structures as state sectoral references for professional training for employment. b) facilitating participation of these structures in the identification of needs, as well as the design, programming and dissemination of the training offer for employed workers. c) encouraging the participation of Joint Sectoral Structures in the National System of Professional Training and Qualifications, and National Reference Centres. d) supporting the functions assigned to these Joint Structures as the driving force behind system of professional training for employment in the labour field.

The creation of this technical support unit will use the current staff of the Foundation, without increasing human resources or remuneration.

3. In addition, within its operating budget, the State Foundation for Employment Training will include a provision for financing activities effectively carried out by Joint Sectoral Structures in the performance of functions assigned to them as their own or at the request of the State Employment Service or the aforementioned Foundation, as stipulated in sections 2 and 3 of Article 26 of Law 30/2015, of 9 September.

The Board of Trustees of the State Foundation for Employment Training, on the proposal of its director and after the report of the State Employment Training Commission, shall establish the procedure criteria for financing the activities referred to in the preceding paragraph, as well as the deadlines and obligations for information to be met by the Joint Sectoral Structures in order to obtain it. These criteria should take into account the complexity of the activities to be carried out, the number of people and their time.

In addition, the budget of the State Foundation for Employment Training will also pay for travel, maintenance and accommodation expenses incurred by those who participate effectively in such activities. For this purpose, the reference of the director's proposal shall be the amounts included in Royal Decree 462/2002, of 24 May, on compensation for reasons of service.1.
