Our Organisation

FUNDAE has a headquarters in Madrid and five work centres located in Oviedo, Valencia, Mérida, Pamplona and Toledo.

Structure

FUNDAE has a structure composed of, on the one hand, the representation bodies and, on the other, the technical and administrative services.

The structure responds to the organisation chart at the bottom of the page. The functions of FUNDAE are established by law and are reflected in an annual action plan.

The 2018 Action Plan set out the following functions and objectives:

  • Support social dialogue by proposing measures to boost and revive professional training for employment.
  • Promote, develop and extend training initiatives to achieve greater participation and improve quality.
  • Propose actions for prospecting and detecting training needs in the different production sectors, improving and recognising acquired skills, advancing and consolidating evaluation and information systems, as well as the development of research to improve learning and access to training for employment.
  • Maintain FUNDAE as an institutional reference for the system of professional training for employment, both nationally and internationally.
    • State Foundation (FUNDAE)

      The Board is the highest organ of representation and administration and approves all the activity that FUNDAE carries out in accordance with its statutes and the regulations in force. It is composed of representatives the national government, the autonomous communities, the business organisations CEOE and CEPYME, and the trade union organisations UGT, CC.OO and CIG.

      It is made up of 71 people, of whom 18 represent business and trade union organisations, 17 the autonomous communities (one for each community) and 36 the national government.

      By law, the Board of Trustees is chaired by the person holding position of Secretary of State for Employment. The Board also has four vice-chairmen, one each representing the national government, the business organisations, the trade union organisations and the autonomous communities.

      The agreements require, with exceptions, a simple majority of votes in favour from the Board of Trustees, with 51% of the membership held by the national government. In the event of a tie, the chairman's vote decides in favour of one option or another.

      Functions of the Board of Trustees:

      • Represent the State Foundation for Employment Training
      • Organise and manage the resources in accordance with the provisions of the statutes and the applicable regulations on professional training for employment
      • Promote and disseminate the system of professional training for employment among employers and workers.
      • Prepare the proposed investment and operating expenses of the Foundation
      • Receive and analyse the reports prepared by the General Comptroller of the State Administration, the Court of Audit, the State Employment Service and the Labour Inspectorate and Social Security, and transfer those assumptions that require intervention to the SEPE.

      The Board of Trustees may also adopt its agreements in full or at a permanent committee with a reduced number of members. This permanent committee is chaired by the General Directorate of the State Employment Service.

    • Top Management

      Top Management has the following roles:

      • To direct the management and ordinary administration of FUNDAE in all its fields of action by express agreement of delegation of the Board of Trustees.
      • To prepare, at the request of the Board of Trustees, and for its approval, the draft proposals in relation to those matters to whose knowledge or resolution it corresponds.
      • To draw up, where appropriate, proposals for the resolution of training assistance applications, for them to be transferred to the competent body.
      • To raise to the Board of Trustees the FUNDAE organisational structure proposals, as well as for the creation or modification of the management units.
      • To submit to the Board of Trustees an annual report indicating the number and type of actions performed.
      • To act as a contracting organ of FUNDAE by delegation of the Board of Trustees and to exercise all other powers entrusted to it by the Board of Trustees.

      Antonio De Luis Acevedo
      Managing Director

      Degree in Political Science and Sociology and Master's in Consumption Sociology Practice from the Complutense University of Madrid.

      He has been responsible for coordinating the training of employed people between SEPE and FUNDAE by carrying out functions related to monitoring and controlling public training funds, designing public information systems for training and in particular the State Registry of Certificates of Professionalism and the RECEX Registry.

      As Head of the Local Employment Service in the State Employment Service, he held different positions related to the project of definition and participation of the Autonomous Communities in the SISPE, the management and design of applications and he was responsible for the support from the PREPARA Programme.

    • State Foundation (FUNDAE)

      The social partners present in the Board of Trustees have a technical team that is responsible for advising and supporting them in performing their functions, creating analyses and reports for this on the topics to be discussed in the governing bodies and making proposals for improving the activity and operation of FUNDAE. This team is also involved in the institutional work of disseminating and promoting the subsystem of training for employment between companies and workers.

    • SEPE

      In the area of coordination with SEPE, the budget of training initiatives is monitored, the processing of subsidy files for the payment of aid is carried out in the SEPE, as well as returns control in both refund procedures and administrative claims from ITSS. This unit is also responsible for providing technical support to SEPE in the monitoring and control of professional training initiatives for employment.

    • It has the responsibility to provide legal certainty to the State Foundation for Employment Training, ensuring the legality of its actions. It participates in the transformation and evolution processes of the Foundation and the system of training for employment, undertaking to analyse the legal implications and alternatives related to the regulations of training for employment, as well as identifying regulatory development needs and adapting to existing regulations.

      It also undertakes to coordinate with international institutions, mainly with those that the Foundation maintains in Europe, with countries in Latin America, Asia and North Africa, driving the collaboration agreements that are necessary to promote the system of training for employment.

      Vicente Bertolin Puchol

      Legal Counsel director

      He has a degree in Law from the University of Valencia and a Master's degree in Community Law from the Complutense University of Madrid.

      He has held various positions of responsibility and top management at the Foundation and has held this position since 2001, in addition to being Secretary of the Board of Trustees of the State Foundation for Employment Training since its inception.

    • Manages and coordinates the informations services for performing the activities of the entire organisation, ensures the efficiency and effectiveness of telematic systems, the quality of IT and communications services, as well as the integrity and security of information and communication systems.

      Ensures compliance with the legality of the processing and disclosure of personal databases the State Foundation for Employment Training has or coordinates.

      María Gil Ayala


      María Gil Ayala
      Information Systems director

      She has a degree in Sociology, specialising in Industrial Sociology, from the Complutense University of Madrid and a Master’s degree in Human Resources Management at ICADE, U Pontificia de Comillas de Madrid.

      She has held various leadership positions for training initiatives at the State Foundation for Employment Training. She has held this position since January 2011.

    • Directs the financial and general economic processes, contributing to the functioning of the Foundation and to the implementation of new strategies of change through the correct administration of the income and expenses of the organisation, and through the control and management of available economic resources.

      Coordinates inventory and manages work centre assets, facilities and supplies. It also provides technical-economic support to the entire organisation.

      Paz Díez León
      Economic and Financial Management director

      She has a degree in Economic and Business Administration from the CUNEF Studies Centre - Complutense University of Madrid.

      She has held a number of management positions in the areas of control, audit and economic management at the State Foundation for Employment Training, and has been the Economic Management director since 2001.

    • It is responsible for defining, coordinating and implementing the Foundation's Human Resources policies and practices. Carries out and coordinates negotiations on labour relations, ensures compliance with regulations on the prevention of occupational risks and is responsible for the developing the people and the organisation. It also organises and monitors the Archive and Registration functions.

      Antonia Casado Martín


      Antonia Casado Martín
      Organisation and Human Resources director

      She has a degree in Psychology from the Autonomous University of Madrid.

      She has extensive experience in human resources organisation, planning and management, and has held her role at the State Foundation for Employment Training for more than 15 years in the field of Human Resources, with particular relevance in the field of labour relations and risk prevention. She has been at the forefront of the collective agreement processes and has promoted various Corporate Social Responsibility projects. The eight years she spent as Organisation and Human Resources director stand out among her professional experience.

    • It carries out the technical management of the company training initiative and verifies the technical-economic results of this initiative and the subsidised training initiative.

      It develops procedures and processes for the greater effectiveness of resources invested in training.

      It promotes the participation of companies in the system of training for employment, especially among SMEs, and develops systems of guidance and comprehensive care for users of the system of training for employment.

      Esther Hernanz Jiménez


      Esther Hernanz Jiménez
      Director of Technical Management and Verification

      She has a degree in Law from the Autonomous University of Madrid. She has performed different roles in the State Foundation for Employment Training (FUNDAE) and the Coordination Unit with the State Employment Service (SEPE). She has extensive experience in the area of monitoring and controlling training initiatives for employment since 2011.

      Since 2019, the role of her position is to plan, organise and direct the technical management and verification processes resulting from the management of the various training initiatives for employment.

    • It plans and articulates the training needs of workers and companies in line with the proposals of Joint Sectoral Commissions and the State Employment Service.

      It is the department of technical support for state calls for subsidies for training projects for employment. It processes, manages, and assesses applications that come in.

      Manuela Hernán Fernández


      Manuela Hernán Fernández
      Director of Planning, Assessment and Evaluation of Training

      Director of Planning, Assessment and Evaluation of Training. She has a degree in Psychology from the Autonomous University of Madrid. She promotes orientation and insertion and is an advanced technician of the Professional Orientation Service of INEM.

      She has held various positions of responsibility at FUNDAE: Director of Support to Joint Commissions; Director of Studies, Innovation and Quality; Deputy Director in the Department of Trends and Evolution of Competences; Head of the Technical Unit for Training, Social Economy and Self-Employed Entities.

      She is currently director of the planning, assessment and evaluation of training department.
