System of training for employment

Professional training for employment aims to train workers for the qualified performance of the various professions, facilitating access to employment and promoting active participation in social, cultural and economic life.

      • Promote training throughout the life of unemployed and employed workers to improve their professional skills and employment and training paths, as well as their professional and personal development.
      • Contribute to improving the productivity and competitiveness of companies.
      • To meet the requirements of the labour market and the needs of companies, providing workers with the appropriate skills, knowledge and practices.
      • Improve the employability of workers, especially those with the greatest difficulties of job maintenance or employability.
      • To facilitate the accreditation of professional skills acquired by workers, both through training processes and work experience.
      • To bring the benefits of information and communication technologies to the workers and make them participants, promoting the reduction of the existing digital divide, and ensuring their accessibility.
      • The exercising of the individual right to training and the guarantee of equal access for workers, companies and self-employed people to training linked to the needs of the labour market.
      • Anticipation of the requirements and changes of the production model, as a fundamental way to strengthen the quality and effectiveness of the training.
      • The unity of the labour market and the free movement of workers in carrying out training activities.
      • Collective bargaining and social dialogue as a development instrument of the system of professional training for employment in the work environment, as well as the participation of social actors in the system's governance bodies and in particular in the design, planning, control, monitoring and evaluation of the training offer, especially for employed workers.
      • The general fund of the professional training allocation and access to sufficient, stable and equitable financing in the whole system of professional training for employment, including financing from this definitive allocation.
      • This financing should be managed on a competitive basis open to all public and private training providers accredited and/or registered in accordance with the current regulations, for the delivery of all training programmes approved by the various public administrations.
